It has been an honor to serve you on the Township Committee and we're more committed than ever to the residents of Hopewell Township.



Courtney was first elected to the Township Committee in 2019 and served as Deputy Mayor in 2021 and 2023 and as Mayor in 2022. She currently serves as the liaison to the Police Department and Fire District/Emergency Services, the Deer Management Committee, and the Senior Advisory Board.
Professionally, Courtney’s background is as an environmental lawyer, and she currently is the Director of Finance and General Counsel at the Cambridge School in Pennington, a school her parents founded in 2001 to help children with learning differences. She earned her bachelor’s degree from Brown University and her law degree from the University of Chicago. She and her husband Tomas Manning, a native of Dublin, Ireland, have two teenaged boys—Seamus and Conor.


David was appointed to the Township Committee in 2022 and elected to a full term later that year. In 2025, he is serving as Deputy Mayor and currently acts as liaison to several key areas, including Township Communications; the Tourism & Economic Development Advisory Committee; the Affordable Housing Committee; the Youth Advisory Board; the Public Works Department; and the Lower Delaware Wild & Scenic River Management Council.

Professionally, David is the Founder and CEO of a travel technology company and a local employer. He previously served in the Obama Administration as a Senior Policy Advisor at the U.S. Small Business Administration and began his career as a strategic consultant with McKinsey & Company.
David earned both his bachelor's degree and MBA from Columbia University. He and his wife, Amanda, have two daughters, ages 9 and 6, and are proud Bear Tavern parents.
